New perspectives in the profession of resource teacher and the challenges of inclusive education were discussed today at a European conference in Sofia. The forum, titled “Resource Teachers and Special Educational Needs in Inclusive Education”, brought together experts from regional centers across the country, members of the academic community, students, and representatives from various institutions.

The conference was opened by Ms. Maria Gaydarova, Deputy Minister of Education and Science, who emphasized the importance of the resource teacher in schools. According to her, inclusive education is a fundamental policy of the Ministry of Education and Science. “Bulgarian children must feel included, supported, calm, confident, and progress when they need special support,” she pointed out.

The Director of the Inclusive Education Directorate at the Ministry of Education and Science, Ms. Greta Gancheva, stated that the resource teacher is a key figure in special education because they are the cornerstone of the educational institution’s team. She noted that the adaptation of certain children is a very difficult process, which requires true professionalism.

Special participants at the conference included members of the European Agency for Special Needs and Inclusive Education – Ms. Adriana Statakopoulou, National Coordinator for Germany, and Dr. Kaloyan Damanov, National Coordinator for Bulgaria.

In his presentation, Dr. Kaloyan Damanov outlined the “Big 5Cs” in the work of the resource teacher. He emphasized social-emotional learning, specialized instructions, and structuring group activities as the foundation of the resource teacher’s professional activity, which significantly distinguishes them from special education teachers of the recent past. His presentation also introduced modern practical tools for resource teachers in inclusive education settings. Dr. Damanov highlighted the need for the dynamic development of supporting professions in the face of global crises that evidently accompany modern life.

Ms. Adriana Statakopoulou presented the inclusive education system in Germany and the activities of teachers for children with special needs. She shared the key principles of work in the field of special education. “We emphasize the quality of the services provided,” she added. Teachers provide consultations, diagnostics, and offer individual or group support. The work program is flexible, so it aligns with both the commitments of the resource teacher and those of the student.

The President of the Union of Special Teachers and Rehabilitation Specialists of the Republic of North Macedonia, Mr. Goran Petrushev, presented the introduction and implementation of functional assessment in North Macedonia. He also shared key points from their work in the field of inclusive education.

The event was jointly organized by the Regional Center for Support of Inclusive Education Processes – Sofia City and the National Association of Resource Teachers.
